Defining Terrorist Infrastructures

)  has a good outline of what they consider terrorist infrastructure:

A. Financial and economic infrastructures.

1. Fundraising from supporters.

Collecting funds for the activities of the terrorist organization, both terrorist acts and other activities.
Fundraising is performed through legitimate institutions and distributed inside terrorist organization.


2. Independent economic activities.

In order to obtain additional funds, terrorist organizations perform legitimate or illicit economic activities.
Profits are utilized for the benefit of the terrorist organization.
Permit employment of members of the organization.
May act as logistical base for terrorist activities.
Use of criminal activities for financing -- "classic crime", white-collar crime, drugs, counterfeiting currency.


3. Distribution of funding to the units.

Informal transaction network of the terrorist organization.
No outside control/ interference.


B. Political infrastructures.

Senior leadership (secular or religious) exercises overall control of the activities of the organization, including terrorist activities.
Lower ranking leaders and activists may act as members of parliament, local authorities or political lobbies and advocacy organizations, in order to provide political assistance for the activities of the organization.


C. Religious infrastructures.

Provide religious justification for terrorist activities.
Facilitate recruitment of new members.
Make part of indoctrination network (by education and propaganda).
May act as logistical base for terrorist activities.
Perform fundraising.
Act as facade for other activities, due to the reluctance of the authorities to act against religious institutions.


D. Propaganda.

Media (newspapers, TV, radio) controlled by the organization, books, interviews, press and PR departments.
Circulate the organization's ideas.
Increase public support.
Used for recruitment of new members.


E. Education.

Educational institutions maintained by terrorist organizations.
Facilitate indoctrination and education of future generations in the spirit of terrorist organization.
Facilitate recruitment of new members.
Provide services to the population on behalf of terrorist organization.


F. Services to the population.

Social and health services, religious needs, education, dispute resolution, jobs and material assistance.
Services to the population on behalf of terrorist organization increase support for terrorist organizations and their ideas among the population.
Facilitate recruitment of new members.
Allow employment and preferential treatment for activists/ sympathizers.
